These bills improve access to mental health services by decreasing barriers for providers to stay or become paneled with insurance companies.
HB 1432-Improving access to appropriate mental health and substance use disorder services.(Medical Necessity)
- Defines medically necessary for purposes of certain requirements related
to a health plan's coverage of mental health services and substance use
disorder (SUD) services. - Modifies the definition of mental health services and repeals and
re-codifies parts of the Mental Health Parity Act. - Requires utilization review and clinical review criteria to be consistent
with generally accepted standards of mental health and substance use
disorder care and establishes other requirements for utilization review
including prior authorization
HB 1589-Concerning the relationships between health carriers and contracting providers.(Contracting Fairness)
- Requires health carriers to negotiate in good faith with providers.
- Prohibits certain provisions from provider contracts.
- Requires the Office of the Insurance Commissioner to study allowed
amounts over time for certain services.
